new packages: utexas-art-ros-pkg

I am pleased to announce a new open-source ROS package repository:

  http://code.google.com/p/utexas-art-ros-pkg/

This repository contains packages for the ART autonomous vehicle by
researchers from the University of Texas at Austin and Austin Robot
Technology.  There is also a separate stack with support for the
Velodyne HDL-64E 3D Lidar.

I added a link in the ROS wiki Repositories page:

  http://www.ros.org/wiki/Repositories#utexas-art-ros-pkg

This early and somewhat incomplete version is actively being developed
as part of a course at U.T. Austin.

The ROS paradigm is somewhat new to us.  All suggestions for
improvement are welcome, especially pointers from those more
experienced in maintaining ROS packages.
